Air in the brake lines will cause a soft or spongy brake pedal.  Also, old brake fluid that has a lot of absorbed moisture will degrade braking performance.  To get rid of the old brake fluid and any air in the brake lines, you'll need to bleed the brake system.

When selecting new brake fluid, ensure you're using the proper brake fluid for your FC3S.

Inspect all the brake lines and fittings for leaks.

If the brake master cylinder hasn't been changed, it might be a good idea to change it now.  A bad brake master cylinder can cause soft brakes.
